Funding routes

Whichever way the programme is funded.

Most retrofit money now reaches homes through councils and social landlords. We deliver the measures and the paperwork each route asks for.

How Warm Homes funding works →

Schemes our team has delivered under: Social Housing Decarbonisation Fund wave 2 (North Star Housing), Home Upgrade Grant phase 2 (City of York Council), Green Homes Grant Local Authority Delivery phase 2 (Durham County Council), and council framework programmes (Kirklees Council).

From 2027/28 the government intends to merge the Social Housing Fund and the Local Grant into a single, area based scheme. ECO4 runs to 31 December 2026 and the Great British Insulation Scheme has closed. Rules and deadlines change as rounds open and close, so we confirm the current position for your programme before anything is priced. Checked 19 October 2026 against the published scheme guidance.

The whole house approach

The right measures, in the right order.

Each home gets the package that lifts it furthest, not one measure dropped in on its own. Ventilate first so it stays healthy, insulate, then size the heating for the house it has become.

  1. 1

    Assess and design

Every property assessed and designed under PAS 2035, with a ventilation strategy, before a measure is specified.

    • Survey and photographs
    • Retrofit design per home
  2. 2

    Ventilation, first

Designed in before the insulation goes on, so the warmer home stays dry. The front line on damp and mould under Awaab’s Law.

  3. 3

    Fabric

Cut the heat the home needs, roof down to floor.

  4. 4

    Openings and roof

Windows, doors and roofs detailed with the insulation, not around it.

  5. 5

    Heat and power

Heating sized to the new heat demand, then solar PV and storage on the roofs that suit it.

Occupied homes

Residents are part of the job, not in the way of it.

Social housing retrofit happens around people living in the homes. That means planning access with the landlord, keeping residents told what is happening and when, and leaving every room safe and clean at the end of each day.

“Both worked extremely hard even staying late to make sure the rooms were all safe and clean before they left.”Martin P., internal wall insulation in Bath, on Google

  • Access planned with youAppointments, letters and scaffold agreed with the landlord before the crews arrive.

How a programme runs

Five steps, one point of contact.

The same sequence on a single block or a thousand homes, so the retrofit coordinator, the funder and the residents always know what happens next.

  1. 01

    Brief

Send us the stock, the measures and the funding route. We come back with questions, not a brochure.

  2. 02

    Survey

Every property surveyed in person and photographed, measure by measure, before anything is priced.

  3. 03

    Mobilise

A competent, compliant workforce and an office team who handle resident liaison, sequenced with your other trades.

  4. 04

    Install

Occupied homes, residents at home. Photographs before, during and after on every property.

  5. 05

    Hand over

A file for the coordinator and the funder: photographs, certificates, guarantees and lodgement evidence.

Questions

What housing providers ask us first.

Do you work directly for housing associations and councils?

Yes. We work directly for housing providers and councils, and as a subcontractor to main contractors. Our team has delivered for Aspire Housing, North Star Housing, Durham County Council, City of York Council and Kirklees Council, among others.

Which funding routes do you deliver under?

Warm Homes: Social Housing Fund and Warm Homes: Local Grant programmes, council and landlord capital programmes, and framework call offs. Our team has also delivered under the Social Housing Decarbonisation Fund, the Home Upgrade Grant and the Green Homes Grant Local Authority Delivery scheme.

Who does the PAS 2035 assessment and coordination?

On whole house programmes we can run retrofit assessment and coordination with our own people, as we did for Aspire Housing, or work to the design of the retrofit coordinator you have appointed. Either way you get photographs at every stage and a file at handover you can audit.

Which certificates do you hold?

PAS 2030:2023 for flat roof insulation (measure B5), TrustMark registration, MCS certification for solar PV and battery storage, Gas Safe registration for domestic gas work, and accreditation to issue insurance backed guarantees through Bluedrop. Numbers, scopes and expiry dates are on our supplier information page.

How is each measure certified on a funded programme?

Funded programmes need every measure installed by a TrustMark registered business certified for that measure: PAS 2030 for fabric measures, MCS for solar PV, batteries and heat pumps. PAS 2030 is held measure by measure, and ours covers flat roof insulation. Before we price, we set out how each measure on your programme will be certified, including where we install under the main contractor’s certification.

What does the 2030 standard mean for our stock?

Each social rented home in England must reach EPC C on one of three measures by 1 April 2030, enforced through the Decent Homes Standard. Fabric first packages are usually the most reliable way to get there, and we can help you sequence the homes that are furthest away.

Do you work in occupied homes?

As standard. Residents stay in, access is planned with the landlord, and resident liaison sits with the office team rather than with whoever is on site that day.

Where do you work?

Across England and Wales, from our head office in Clitheroe and offices in Manchester and London. Our map shows programmes from Birmingham to Northumberland.

Can you take a single measure rather than the whole house?

Yes. Main contractors use us for single measure packages such as flat roofs, internal wall insulation and rooms in roof. Our sub contracting page sets out how that works.

What do you need from us to price a programme?

The number of homes and their addresses or postcodes, the property types, the measures you have in mind, the funding route and the timescale. A stock list is enough to start; we survey before we commit to a price.

Programme enquiry

Send us your programme.

Tell us roughly what you have and we will come back within one working day with questions, a view on sequencing and what we would need to price it.

  • How many homes, and where
  • Property types and construction
  • The measures you have in mind
  • The funding route and its deadlines
  • Who is acting as retrofit coordinator
